Anthropic signed a three-year MOU with the Government of Rwanda — its first formalized government partnership on the African continent. The agreement covers three areas: Rwanda's Ministry of Health on cervical cancer elimination and maternal mortality reduction; government developer teams getting Claude and Claude Code access with training and API credits; and a Claude-powered education program with 2,000 educator licenses.

The education program reaches beyond Rwanda — a learning companion already runs across eight African countries. It's delivered through Anthropic's Beneficial Deployments team, focused on responsible AI in health, education, and public governance.

This signals how AI companies are engaging governments as direct deployment partners — capacity building and local autonomy built into the agreement structure.
