The company framed this as a higher bar than existing classified AI deals: other labs reduced guardrails and relied primarily on usage policies. OpenAI also publicly stated Anthropic should not be designated as a supply chain risk — a reference to Anthropic's ongoing dispute with the DoW over contract terms.

OpenAI requested the DoW make these same terms available to all AI labs, aiming to establish a shared model for how AI should operate in classified environments.
